The Azerbaijan Georgia Romania Interconnector (AGRI) will transport Azerbaijani gas via pipelines to the Black Sea coast of Georgia, where the gas will be liquefied at an LNG terminal to be constructed at a location yet to be finalised, and then shipped to the terminal in the Romanian port of Constanta by tankers. The LNG will then be re-gasified and enter Romania’s transmission system.
The project will be developed by a private company formed by Romanian gas producer Romgaz Medias, Azerbaijan's State Oil Company, SOCAR, and a Georgian oil company, as well as by a consortium of businesses and financial institutions.
Romanian Economy Minister Adriean Videanu said that the project may be completed ahead of the Nabucco Pipeline. Nabucco is to supply some 31 Bcm/a of gas from the Caspian Sea to Central Europe via Turkey and Romania, bypassing Russia.
The project’s capacity is expected to be 7 Bcm/a of natural gas, of which Romania is expected to receive 2 Bcm/a.

The MoU was signed in Bucharest by Romania’s Economy Minister Adriean Videanu, Azerbaijan’s Industry and Energy Minister Natig Aliyev, and Georgia’s Energy Minister Alexander Khetaguri.
The three participant countries are appointing a joint commission to draft the financial, commercial, and technical feasibility studies for the project.
