Gas by Networks Ltd has been specifically created to acquire, operate, and maintain one of the regional gas distribution networks that National Grid Transco (NGT) is expected to offer for sale. The name ‘Gas by Networks’ symbolizes the network of individuals who have come together to pursue opportunities in the UK's regulated gas sector. The company will focus on delivering gas efficiently and economically to customers by managing, maintaining, replacing, expanding, and financing gas pipelines and infrastructure. Its board of directors is made up of senior figures in the gas industry and chaired by the former CEO of Transco, Harry Moulson. The team is experienced in running gas networks efficiently and safely, unbundling them from within larger groups, and managing the regulatory implications of the industry. The company consequently believes its experience in managing the separation of gas networks will enable it to repeat previous successes. Harry Moulson, an engineer, led the separation of the gas infrastructure assets within BG and the creation of Transco. He oversaw the introduction of the infrastructure to enable UK domestic gas competition and the commercial framework for operation of the gas networks - the Network Code. Steve Copley, who worked as finance director of Transco and managed the Monopolies and Mergers Commission referral of the 1997 regulatory price control review, will take the role of CEO. Harry and Steve are joined by two other directors, Brian Withington and Stuart Anderson, who have responsibility for regulation, and health and safety, respectively. A network of individuals in the gas industry will take up key roles in the company to support them. Gas by Networks is advised by Ernst & Young on its intentions to acquire regional distribution assets and manage their separation from NGT, with the aim of wholly-independent operation and ownership. Ernst & Young is also arranging the financing for Gas by Networks. Harry Moulson, chairman, said: “The disposal of the gas-distribution networks by NGT is a significant change in the gas industry. We believe that this change brings a real opportunity to provide better service to consumers and enhance the value of the UK’s gas network.”
