El Paso subsidiary Ruby Pipeline LLC filed an application with the FERC for a certificate of public convenience and necessity authorising the construction and operation of the Ruby Pipeline Project on 27 January 2009.

On 5 April 2010, the FERC issued a certificate of public convenience and necessity for the pipeline, however additional approvals were still pending from various regulatory agencies, including the Bureau of Land Management, the United States Forest Service, the United States Army Corps of Engineers, the United States Fish & Wildlife Service, state historic preservation offices, and other agency stakeholders.

On 30 July 2010 the FERC issued approval for Ruby LLC to proceed and begin construction. Construction began on 31 July 2010, and the estimated in-service date is March 2011.

The 42 inch diameter Ruby Pipeline will transport natural gas from an existing supply hub at Opal, Wyoming, to interconnections near Malin, Oregon, and have an initial design capacity of 1.5 Bcf/d.

El Paso has entered into agreements with Global Infrastructure Partners (GIP), whereby GIP will invest up to $US700 million in the Ruby Pipeline Project. Upon satisfaction of various closing conditions, GIP will acquire a 50 per cent interest in the project.
