Mr Yushchenko also said Ukraine was concluding talks on the construction of an oil refinery in the western Ukrainian town of Brody with high-quality output: he said this second stage of the project would require $3.5 billion in investment. Mr Yushchenko said the capacity of the Odessa-Brody pipeline could be expanded by building a new oil terminal in the port of Yuzhny near Odessa and an oil pipeline between Yuzhny and Odessa in accordance with an agreement with Kazakhstan. The Odessa-Brody pipeline currently pumps Russian oil to Black Sea ports.
